Our accreditations also include approvals from the Liberian Registry to offer IMO DCS (Data Collection System) verification services, and we also provide verification services for Panama-flagged vessels.

1. International Maritime Organization (IMO) – MARPOL

IMO DCS & SEEMP II (MARPOL Annex VI Regulation 22A):

Since March 2018, we’ve been assisting ships of 5,000 GT and above engaged in international shipping with their annual fuel oil consumption data reports. These reports are integral to issuing a Statement of Compliance and rely on a methodology described in the Ship Energy Efficiency Management Plan (SEEMP Part II). At EMICERT, we manage the assessment of SEEMP Part II and verify fuel oil consumption reports.

CII & SEEMP III (MARPOL Annex VI Regulations 23, 25, and 28):

In line with new regulations relating to the Existing Ship Energy Efficiency Index (EEXI) and Operational Carbon Intensity Indicator (CII), we provide compliance support for ships and facilitate necessary amendments to their SEEMP. Our offerings also include verifying SEEMP Part III, CII rating, and fuel oil consumption reports, ensuring that targets are met, and implementing necessary correction plans.

By 1 January 2023, applicable ships of ≥5,000 gt shall amend their SEEMP to include:
– Details relating to the vessel’s operational CII.

– Evidence of carbon intensity reduction in a new section of the vessel’s existing Management System for Carbon Intensity (SEEMP).

Emissions data must be submitted through the IMO Data Collection System (DCS) in addition to the existing fuel consumption requirement.

Emissions reporting must, as a minimum, include:

– The Annual Efficiency Ratio (for Bulk Carriers, Tankers, Container Ships, General Cargo, LNG Carriers, Gas Carriers, combination carriers and Reefers), or

– The cgDIST (for passenger cruise ships, vehicle carriers, ro-ro cargo and ropax)

From 1 January 2024 

Vessels will be issued with a Statement of Compliance covering verified fuel consumption, attained carbon intensity reduction, and an annual rating (A to E) based on carbon intensity reduction performance against the required carbon intensity reduction. The performance level must be recorded in the ship’s Ship Energy Efficiency Management Plan (SEEMP).

– Periodic SEEMP verification audits will be introduced to ensure plans are in place to achieve the targets and ensure correction plans are being followed where a vessel is rated E in any given year or D in three consecutive years.

2. European Union (EU) - EU MRV Regulation

With the shipping sector currently not included in the European Union’s (EU) greenhouse gas reduction commitments, we facilitate shipping companies to monitor, report, and verify CO2 emissions under Regulation (EU) 2015/757 (MRV Regulation). Our services under this regulation include:

  • Monitoring Plan Assessment

    We offer comprehensive assessments of your monitoring plan, catering to the needs of initial issuance or subsequent amendments.

  • Emissions Report Verification

    We provide meticulous verification of your annual emissions reports, a prerequisite for issuing a Document of Compliance. We also accommodate site visits, both in-person and remotely, for the MRV assessment.

Note:  MRV Regulation only applies to ships of ≥5,000 gt, performing commercial voyages calling at any EU port to load or unload cargo or passengers.

3. UK MRV Regulation

We fully support shipping companies adhering to the UK MRV regime (SI 2018/1388) and the guidelines outlined in Marine Information Note 669. Our offerings include conformity assessments of ship Monitoring Plans and verification of Annual Emissions Reports. Despite the UK’s decision to defer the reporting requirement until a digital solution is ready, we strongly recommend that companies submit their UK Emission report for verification. Upon completing the verification process, we issue a UK statement to affirm compliance.

4. EU MRV & IMO DCS IT System Certification

Being an ISO 14065:2013 Accredited Verification Body, we offer validation services for IT systems and solutions vis-a-vis the legal requirements of the EU MRV and the IMO DCS. Our process includes assessing the software’s MRV module and a comprehensive technical review for conformity with EU MRV or IMO DCS requirements.
